Issue: Trouble using your card
Subissue: Can't use card to make purchases
Consumer Complaint: I received a card from AMERICAN EXPRESS. Days after the card had a hold placed onto it. I had to go through a process to get it lifted. After getting it lifted I tried to resume using it, yet transactions were still declined. I followed up with them again to be told that I dont have a preset limit, but that Ive reached my limit .. at only {$2100.00}?? I am aware of the consumer credit transaction process and I know that nothing was lended to me and only I, the consumer is using an extension of my own credit. 12 usc 83 says that they cant loan a thing! 12 usc 1431 they are in fact borrowers. 15 usc 1602 L - The term credit card means any card, plate, coupon book or other credit device existing for the purpose of obtaining money, property, labor, or services on credit. - that means the social security card number that was required to be given is in fact a credit card per federal law. 15 usc 16675 The terms security and security interest mean any interest in property which secures payment or performance of an obligation. 15 usc 1602 m The term accepted credit card means any credit card which the cardholder has requested and received or has signed or has used, or authorized another to use, for the purpose of obtaining money, property, labor, or services on credit. According to 12 CFR 1002.2 an account means an extension of credit. Referencing to the social security card account number.. 15 usc 1602J this account is an open end credit plan.. XXXX stated they only use the social security card number for identification purposes but the SSA clearly stated FOR SOCIAL SECURITY PURPOSES NOT FOR IDENTIFICATION. XXXX clearly and repeatedly stated that they have lended me money and that was very false and misleading 15 usc 1611. She then stated that they lended me credit and thats very deceptive as no financial institution can lend their own stock credit and I in fact know I am the one whom extended credit. I am aware that this financial institution is receiving federal funding and trespassing against the consumers estate and LIMITING I, the consumers benefits.

Issue: Problem with a purchase shown on your statement
Subissue: Card was charged for something you did not purchase with the card
Consumer Complaint: 1/ On XX/XX/XXXX, a purchase of {$4000.00} was made on my Amex XXXX XXXX for a month-long stay at a long-term rental in XXXX XXXX. 2/ At the time, I was in XXXX XXXX and I did not make this charge. I also did not have access to the card as I had requested a new, different card that had updated styling ( rose gold as opposed to gold card ). The charge was made without my knowledge and I did not have possession of the card at the time the charge took place according to records. 3/ I was unaware that I was not liable for fraudulent charges, so I reached out to the merchant asking for a refund. They explained to me that the charge was made for a non-refundable room. They would not make any exceptions given that I did not make the charge, and encouraged me to reach out to my credit card company. 4/ Given how shocked I was at this charge ( which is 3x my monthly income ), I tried to dispute the charge as opposed to requesting a fraud investigation. I was unaware that these were wholly separate processes. Given that it was a dispute, and that it was an " unrefundable account, '' I claimed that I had gotten a XXXX XXXXXXXX and due to force majure, I would not be able to attend the booking, seeking some type of protection. 5/ It was not until I called one of the American-based representatives explaining the situation that they explained that this was not a dispute case, but a fraudulent case, but that because I had disputed it initially, it would be difficult for me to process my case in my favor. 6/ The merchant 's supporting documents show my correspondence with them, but they also include an invoice. This invoice only has my correct first and last name, but does not include my correct email address, mailing address, IP address, or phone number. This should be adequate evidence to put the case in my favor as a fraudulent charge. The address and IP listed a residence and country code of XXXX. American Express is choosing to side with the merchant. It has been roughly 9 months since the original charge, and I am seeking government help to recitify this issue.

Issue: Fees or interest
Subissue: Problem with fees
Consumer Complaint: I opened an American Express card in XXXX of this year. My XXXX payment was due on XX/XX/XXXX and I scheduled and made the payment electronically as I do with every merchant I deal with at my bank ( XXXX ). The payment was made as schedule, but Amex claims that didn't receive it on the XXXX. Because of this, they charged me a late fee of {$29.00}, interest of {$240.00} and cancelled XXXX points that I had earned with their card. I called their customer service to straighten everything out, but was refused help. I was told my the service rep and her supervisor that their system would not allow a reversal of the interest and that there was no one who could help me. They suggested I write a letter to the corporate office and refused to provide me with a path to resolution saying there was no one else I could call and no one to email. When I mentioned that misapplying this interest was paramount to theft, they became agitated and told me to write it in a letter and mail it to their corporate office. I have offered to share with them proof that the payment left my bank on XX/XX/XXXX, but they said they don't want it and there is nothing more that can be done. I feel two key issues have occurred that must be addressed. * Amex stole {$240.00} from me and refuse to give it back * When offered proof that the payment went out, Amex stonewalled my efforts to tget this resolved and basically told me to " get lost ''. They refused to help any further and would not give me any additional info to resolve my issue.

Consumer Complaint: I am a natural person and a federally protected consumer. On XX/XX/2021, American Express denied me of my XXXX given right to extend credit. American Express failed to provide sufficient information as to why my application was denied. American Express based the decision solely on a credit report and thats a violation of federal law. Federal law does not require a consumer to apply for a charge card. In pursuant to 15 U.S.Code 1602 ( e ), the term person means a natural person or an organization. ( f ) The term credit means the right granted by a creditor to a debtor to defer payment of debt or to incur debt and defer its payment. ( g ) The term creditor refers only to a person who both ( 1 ) regularly extends, whether in connection with loans, sales of property or services, or otherwise, consumer credit which is payable by agreement in more than four installments or for which the payment of a finance charge is or may be required, and ( 2 ) is the person to whom the debt arising from the consumer credit transaction is initially payable on the face of the evidence of indebtedness or, if there is no such evidence of indebtedness, by agreement. I am the natural person who extended the credit, I am the original creditor. ( i ) The adjective consumer, used with reference to a credit transaction, characterizes the transaction as XXXX in which the party to whom credit is offered or extended is a natural person, and the money, property, or services which are the subject of the transaction are primarily for personal, family, or household purposes. ( j ) The terms open end credit plan and open end consumer credit plan mean a plan under which the creditor reasonably contemplates repeated transactions, which prescribes the terms of such transactions, and which provides for a finance charge which may be computed from time to time on the outstanding unpaid balance. In pursuant to 15 U.S.Code 1637, American Express did not provide the disclosures clearly and conspicuously. American Express verbally stated that they do not use a credit score or credit report when approving applications. It is a violation of federal law to deny a natural person of their XXXX granted right to obtain credit. Any application to open a credit card account for any person under an open end consumer credit plan, or a solicitation to open such an account without requiring an application, that is mailed to consumers shall disclose the following information, subject to subsection ( e ) and section 1632 ( c ) of this title. ( a ) General rules. The card issuer shall provide the disclosures required under this section on or with a solicitation or an application to open a credit or charge card account. Pursuant to 12 CFR 1026.60 Credit and charge card applications and solicitations. Definition of solicitation. For purposes of this section, the term solicitation means an offer by the card issuer to open a credit or charge card account that does not require the consumer to complete an application. A firm offer of credit as defined in section 603 ( l ) of the Fair Credit Reporting Act ( 15 U.S.C. 1681a ( l ) ) for a credit or charge card is a solicitation for purposes of this section. As a consumer I am aware that American Express has violated federal law. American Express advertisement was very misleading and they did not provide the disclosures clearly and conspicuously.

Issue: Getting a credit card

Consumer Complaint: American Express company will not open personal or business account in my name because in or around year 2008 it closed my accounts. In or around 2008 I had several open American Express account ; some where charge cards and some carried revolving balances. When the 2008 banking industry crisis occurred American Express on a short notice demanded that I pay down or pay-off revolving balances. Because some accounts were carrying business expenses, I needed more time to pay down balances, however, American Express closed all accounts without any notice. had I been given an opportunity, I would have paid down or paid off balances in full. Millions of individuals and businesses were financially hurt during the 2008 economic tsunami, and through no individual fault lost personal investments and lifetime savings. XXXX years have passed, and I have tried to re-establish credit relationship with American Express, however my efforts have been stonewalled every time I had applied for a personal or business account. It is hard to believe that American Express has a policy which permanently bars applicants like myself from getting new credit only because I was a victim of 2008 financial global crisis.
